PRIM&R Critical of EPA Transparency Rule

Boston, MA—PRIM&R submitted comments to the Environmental Protection Agency in response to their recent supplemental notice of proposed rulemaking on Strengthening Transparency in Regulatory Science. We join other science and health groups in voicing serious concern about the rule.
In particular, PRIM&R believes:
EPA’s rigid and misleading interpretation of transparency, which includes only fully public data, undermines valuable recent efforts made toward transparency in science;
The expansion of the scope of the rule places arbitrary and unnecessary burdens on researchers;
Without assurance that their personal data will be protected, potential study participants may be reluctant to enroll in important environmental and health research, which will have a detrimental impact on science.
PRIM&R’s comments echo those we made in 2018when the rule was originally proposed. The March 2020 supplement exacerbates the concerns we articulated in response to the 2018 rule.
